In this webinar for UNSW Law and Justice, recorded on 27 May 2022, Michael Kirby participates with Professors George Williams, Rosalind Dixon, Rebecca Ananian-Welsh and Keiran Hardy in a discussion of intelligence laws.  The circumstances of his first surveillance by ASIO (recorded in his file accessible under legislation).  He also describes the two main procedures adopted for inquiry into the democratic accountability of Australia’s security institutions: (1) the judicial investigation exemplified by Justice Hope’s two Royal Commission; and (2) the administrator – insider reports prepared by bureaucrats who worked in such bodies, including Mr Dennis Richardson AC.
