He also describes the two main procedures adopted for inquiry into the democratic accountability of Australia’s security institutions: (1) the judicial investigation exemplified by Justice Hope’s two Royal Commission; and (2) the administrator – insider reports prepared by bureaucrats who worked in such bodies, including Mr Dennis Richardson AC.
