This arose out of visions in England and France for highly risky and speculative investment in distant ports and colonies. It explains the need for regulation of the conduct of directors, officers and shareholders of corporations. And the importance of avoiding overregulation which could “kill the goose that lays the golden egg” of risk taking, central to the economy.
