Between December 2020 and July 2021 I served on a Committee of Inquiry into the future of the Institute of Commonwealth Studies of the University of London in England.

The committee was chaired by Right Honourable Sir Malcolm Rifkind KCMG QC, past British Foreign Secretary. It contained a number of distinguished Commonwealth personalities. The Vice Chancellor of the University of London appointed me to serve on the committee. Its mandate was to consider and make recommendations on a proposal that the Institute be abolished or merged in other bodies. The committee recommended that the Institute of Commonwealth Studies should not be abolished but should continue with a wider remit. The Vice Chancellor has announced her acceptance of the committee's recommendations.

Sir Malcolm Rifkind, Sir Ronald Sanders and I had earlier served on the Eminent Persons Group of the Commonwealth of Nations ((2010-2011) which reported to the Perth WA CHOGM in October 2011.
